Social mortgage
CATEGORY OF CITIZENS
1. Citizens working in state bodies, local governments and their subordinate organizations and enterprises, state and municipal educational organizations, state and municipal healthcare organizations and state television and radio organizations with a total experience of at least 15 years in such institutions;
2. Large family (at least 5 children under the age of 21), regardless of the scope of employment;
3. A person with disabilities or persons raising children with disabilities or who are guardians of persons with disabilities, regardless of the scope of employment;
4. Citizens (unmarried) who have a minor child / children whose birth certificate does not contain an entry about one of the parents. Widows and widowers (unmarried) with a minor child / children, regardless of the scope of employment;
5. Young professionals (aged 21 to 28 years at the time of applying for participation in the housing program) engaged in labor activity in rural areas, regardless of the scope of labor activity, with a total work experience of at least 2 years or work experience in this organization / period entrepreneurial activity for at least 1 year (housing is purchased strictly at the place of employment in rural areas).
GENERAL CRITERIA FOR THE SELECTION OF PROGRAM PARTICIPANTS
1. Age requirement from 21 years old at the time of application for participation in the Program, and up to 70 years old at the time of repayment of the last amount of the mortgage loan or rental payments, in accordance with the planned repayment schedules;
2. The absence of the participant, spouse (wife) of the participant and minor children of the participant of their own housing in the territory of the Kyrgyz Republic;
3. The absence of the participant, spouse (wife) of the participant and minor children of the participant of any civil transactions with residential premises throughout the territory of the Kyrgyz Republic for the last 3 (three) years prior to the date of application for participation in the Program and at the time of receipt of the housing financing (unless other additional criteria are provided for certain categories indicated above);
4. The presence of a total work experience of at least 2 (two) years or work experience in this organization of at least one year (unless other additional criteria are provided for certain categories);
5. Solvency of the participant.
ADDITIONAL CRITERIA FOR THE SELECTION OF PROGRAM PARTICIPANTS
1. For citizens engaged in labor activities in state bodies, local governments and their subordinate organizations and enterprises, state and municipal educational organizations, state and municipal healthcare organizations and state television and radio organizations:
- the presence of a total work experience of at least 15 years in the institutions and organizations specified in this paragraph;
- the absence of the participant, spouse (wife) of the participant and minor children of the participant of any civil law transactions with residential premises throughout the territory of the Kyrgyz Republic for the last 5 (five) years prior to the date of application for participation in the Program and at the time of receipt of housing financing ;
- the absence of housing and any civil law transactions with housing from the former spouse (wife) of the participant in the territory of the Kyrgyz Republic for the last 2 (two) years before the date of application for participation in the Program, in case of divorce of the participant during the last 2 (two) years.
HOUSING PRODUCTS IN THIS DIRECTION
1. Refinancing - mortgage lending through banks;
2. Rental housing with subsequent redemption.
REQUIREMENTS FOR PURCHASED HOUSING
An apartment being purchased in an apartment building or an individual residential building at the place of employment within a radius of 60 km or within the administrative-territorial border of the region at the place of employment
Total area:
- Apartments in apartment buildings - no more than 80 sq. meters
- Individual residential buildings - no more than 150 sq. meters
Cost of housing: no more than 70,000 soms per 1 sq.m (restrictions on the maximum cost per square meter do not apply to housing put into operation within the last 10 (ten) years)
NOTES ON PROGRAM SELECTION CRITERIA
1. Participation in the housing program is allowed if the participant, spouse and minor children of the participant have a total share in housing of no more than 20 sq.m. provided that they do not have any civil law transactions related to the transfer of ownership of housing throughout the Kyrgyz Republic for the last 3 years prior to the date of application for participation in the housing program and at the time of receipt of housing financing.
2. Participation in the housing program is allowed if there is a share in housing of no more than 20 sq.m., inherited by law by the participant, the spouse of the participant and minor children of the participant. Participation in the housing program is allowed if there is a civil law transaction related to a share of no more than 20 sq.m., inherited by law by the participant, the spouse of the participant and minor children of the participant.
